Problem Solving in Technology-Rich Environments
Dr. David Rosen
Dr. David Rosen will be the keynote speaker at the March 7-8 Technology and Distance Learning Symposium. He will be addressing strategies and approaches for how adult educators can use technology to enhance and expand learning opportunities for adults.
In his November 14, 2013 blog post, Dr. Rosen writes about Problem Solving in Technology-Rich Environments (PS-TRE). PS-TRE is one of the assessment domains from the Survey of Adult Skills, also known as PIAAC (Program for the International Assessment of Adult Competencies).
According to the National Center for Education Statistics, PS-TRE is defined in PIAAC as “using digital technology, communication tools, and networks to acquire and evaluate information, communicate with others, and perform practical tasks.” PS-TRE measures skills and abilities required for solving problems while operating in a technology-rich environment.
California Adult Education Leadership Institute
The California Adult Literacy Professional Development Project (CALPRO) in conjunction with the California Department of Education (CDE) is seeking nominations and applications for the 2014 California Adult Education Leadership Institute (the Institute). CALPRO is seeking aspiring and new administrators (defined as three or fewer years) for this FREE Institute. For the 2014 year up to 20 nominations for participation in the Institute are being accepted.
Workforce Investment Act (WIA) Title II funded programs are invited to apply for the 2014 California Adult Education Leadership Institute and join the ranks of the more than 600 California adult education administrators who have participated in this program since its inception in 1985. Institute participants have numerous opportunities for networking with experienced and new adult education administrators. The Institute covers topics and skills that new and aspiring adult education administrators need to perform their jobs effectively.

Time to Reskill: A Practitioner Engagement Event
Join the U.S. Department of Education, American Institutes for Research, and adult education advocates for a free webinar on March 13, from 1:00pm-3:00pm ET. With the recent release of the Organization for Economic Cooperation and Development (OECD ) Program for International Assessment of Adult Competencies, (PIAAC ) demonstrating the direct relationship between skills and economic security, health, and educational advancement, there is even more urgency to address the needs of low-skilled learners and equip the teaching workforce to help such students achieve their academic and economic goals.
This webinar will be an opportunity to receive a briefing on the PIAAC data, the OECD's special report on America's low-skilled population, Time for the U.S. to Reskill?, and engage in a focused discussion about the issues facing adult education.
Distance Learning Report 2011-12
OTAN recently delivered the eleventh in a series of research papers on the California Innovation and Alternative Instructional Delivery Program. The purpose is to provide current information on the implementation of distance learning (DL) and offer comparative information on adult education DL in the state.
Agencies providing DL showed increased growth through 2009-10. When flex funding was instituted, the reported number of adult learners participating in DL programs was negatively impacted. In the years since flexibility, there was an 80 percent drop in enrollment from 70,472 in 2008-09 to 13,285 in 2011-12, the current reporting year. Although some districts continued and even expanded their DL programs, many others cut or eliminated them entirely.
The report compared and contrasted key outcome data among classroom learning, distance-only and a blend of classroom and distance (DL Blended). The importance of DL Blended as an effective delivery model is clearly documented. When data from DL Blended instruction was compared to classroom or DL-only, the DL Blended approach provided consistently superior results in increasing student learning outcomes for ABE/ASE and ESL learners.
The role of DL Blended as an effective method to serve the adult basic education learner is based on evidence that is compelling, especially in ESL. The distance learning report and previous reports can be found on the OTAN Web site under Teaching Tools & Resources.
