Education Financing Legislation Heading to Governor's Desk
One day before the deadline for passing bills Assembly Bill (AB) 189 by Assemblymember Mike Eng (D-Monterey Park) passed the Assembly on a 48-22 vote. The bill will now go to the Governor for his consideration. The Governor has not indicated whether or not he will sign the legislation into law. The California Council for Adult Education (CCAE) has ask for letter to the Governor requesting him to sign the bill.
AB 189 requires local educational agencies (LEAs) to hold regularly scheduled public hearings to take testimony from the public prior to and independent of a meeting where the school district or the governing board of the county office of education (COEs) adopts a budget. If it intends to close a program the governing board must also identify in the hearing agenda notice the program or programs it proposes to close. AB 189 also authorizes the charging of a fee for ESL and Citizenship classes.
"AB 189 ensures that school districts fully consult with the communities they serve before taking drastic steps in reducing or eliminating categorical programs," said Assemblymember Eng. "For many members in our communities, these programs help fulfill their dreams of obtaining a better job, buying their own home, starting their own business and becoming more involved in their children's education."
Adult Literacy Report Released by National Research Council
On Aug. 31, the Committee on Learning Sciences of the National Academies of Science, released its report Improving Adult Literacy Instruction: Options for Practice and Research, which was sponsored by the National Academy of Sciences and the US Department of Education in partnership with the National Institute of Child Health and Human Development. The report synthesizes research on literacy, draws implications for instruction in adult reading programs, and recommends a more systemic approach to research, practice, and policy in those areas. The report identifies factors that affect literacy development in adolescence and adulthood in general, and examines their implications for strengthening literacy instruction for these populations. It also discusses technologies that can assist with multiple aspects of teaching, assessment, and accommodations for learning. The report recommends several other instructional practices: a wider use of evidence-based practices and professional development; improving learner persistence through the use of technologies, social service support, and incentives; and improved coordination of program improvement, evaluation, and research.

Discussion of Strategies for Research-Based Writing Instruction
The Literacy Information and Communication System (LINCS)'s Reading and Writing Discussion List has announced an upcoming discussion on the topic of Teaching Excellence in Adult Literacy and Strategies for Research-based Writing Instruction in the TEAL Project Discussion. The discussion will take place from September 19-23, 2011.
The TEAL Project, operated by the American Institutes for Research (AIR) and funded by the U.S. Department of Education Office of Vocational and Adult Education (OVAE), provides ABE teachers with professional development related to effective teaching with an emphasis on evidence-based practices in writing instruction.
During 2010-2011, the TEAL Project created sustained professional development by running online courses, culminating in a 4-day face-to-face institute on research-based writing instruction, held in August 2011. The TEAL Project Discussion will summarize and share the results of this Project.
The Discussion will provide an overview of research in writing instruction as well as feedback provided by featured TEAL teachers who will describe successes and challenges in implementing research-based writing practices.
