Office of Career, Technical and Adult Education at the U.S. Department of Education has historically responded to the need to improve the adult English Language instructional workforce through its initiatives, such as ELL-U, LINCS, TELL, CAELA Network, Teacher Effectiveness, Immigrant Integration, and its EL/Civics formula grant program. Through these efforts, OVAE has helped states to better address the diverse challenges adults face when learning English, has helped the field identify what teachers of adult ELLs need to know, and has developed a collection of effective professional development resources.
Literacy Information and Communication System (LINCS) is now hosting resources, LINCS ESL Pro Resource Collection , resulting out of a three-year initiative that built on, and extended, OCTAE’s previous investments to improve the knowledge, skills and abilities of teachers working with adult ELLs by providing collaborative, evidence-based, and technology-enhanced professional development opportunities.
Teachers of English Language Learners (ELLs), program administrators, professional development specialists, policy makers, researchers, and other members of the adult ELL educator community, will find new tools and resources to advance instructional quality and to better serve ELLs.
This site provides three suites of new evidence-based resources. Each suite contains an issue brief, online learning modules, and a companion learning resource. Use these resources as a professional development tool or to help you plan and deliver lessons. These resources are intended to build the capacity of teachers, programs, and states to improve and sustain the effectiveness of adult ELL instruction nationwide.

- Integrating Digital Literacy into English Language Instruction
