California Consortium--CASAS National Summer Institute Transitioning From WIA TO WIOA : Developing a New State Plan for California

The California Consortium Meeting at the CASAS National Summer Institute External link opens in new window or tab addressed opportunities and challenges as the state transitions from WIA to WIOA, the Workforce Innovation and Opportunity Act. Pat Rickard, CASAS President, began the Consortium by welcoming the meeting participants. Christian Nelson, Adult Education Office Administrator, facilitated a panel discussion with Laura Chardiet (Los Angeles USD), Jorge Gamboa (North Orange County CCD), Jodi Loeffler (Bakersfield Adult School) and Steve Thompson (Ventura Adult School). They addressed key components of the plan, timelines, and the role of adult education in WIOA, Title II, as one of the mandated partners.

After the panel spoke, participants met to continue the discussion. There were approximately 320 participants, 35 table facilitators and 35 table recorders. Each participant was asked to sit at a table based upon his or her particular interests. Each table corresponded with different sections of the WIOA guidelines. Facilitators posed questions and elicited discussion within the groups and recorders took notes. After a discussion period, one representative from each topic shared highlights from their group’s conversation.
